Leadership Profile

Joe K. Gbasakollie is an innovative professional with proven experience in designing and implementing major responsive education programs in developing countries, emphasizing foundational learning, primary and secondary education, and TVET. As a Design Thinker and Development Project Management Practitioner, Joe has supported various government ministries in Liberia over the past 15 years in education transformation, women and youth empowerment, institutional reform, education policy development, and economic growth.
In his over 17 years of professional work with the UNDP, World Bank / GPE, TRANSTEC-Belgium, Bridge International Academies (BIA), Children Development Program (CDP)- Liberia, and the Government of Liberia, Joe has demonstrated his expertise in education and environmental programs design & implementation, contract management, and other women and youth empowerment programs.


As the Technical Advisor of the Minister of Education on GPE-related matters, he serves as the GPE Developing Country Partner Focal Point for Liberia, a role he has served since 2019. In addition, he was appointed by the GPE Board in 2020 to serve on its committee on Performance, Impact, and Learning, representing the interests of six other GPE member countries, including Sierra Leone, Ghana, Nigeria, Ethiopia, South Sudan, and the Gambia. In these roles, Joe has gained much interest in the fight against climate change and believes that the time is now to act. The impact of climate change on education and other critical sectors cannot be overemphasized. Joe is currently the World Bank Portfolio Coordinator in Liberia, managing over US$63 million. Joe leads the annual work planning, implementation of the portfolio projects activities, measurement, and results reporting and ensures every project achieves its development objectives. Before taking this role in 2019, he served as the Deputy Country Director for Programs, Policy, and Partnerships at BIA, the world's leading provider of low-cost, high-quality primary education. At Bridge, Joe oversaw the academics and school and community engagement teams.

Joe has a master’s degree in Public Administration from the University of Liberia Graduate School and a Master's Certificate in Development Project Management from IDEA Institute of Nairobi, Kenya, in collaboration with the University of LAVAL, Quebec. He is currently a Certified Effective Project Design/Management Specialist. He has completed several professional programs at various international institutions, including the Harvard Kennedy School Executive Education program and the Stanford Graduate School of Business Executive Education program. He is a member of the Project Management Institute (PMI), the world's leading body of project management professionals.
